Just taken out of the box. Router has same ip address for gateway. Other items plugged into the cable used for FBE200 connect fine. Ethernet port lights: solid green, amber is slow intermittent. Do I have any recourse other than sending back to Amazon for replacement?

Your problem is that the computer can’t access the web management interface of FBE200?
Is your computer connected to the router?
Is the IP address in the same IP address segment as the router?
You can also try to reset the fbe200 through the RSET button on the front panel of the fbe200, and then test again
